Declaration

The Committee of Ministers of the Council of Europe adopted a declaration on the 27 September on the guarantee of the independence of public service broadcasting in the member states.

In the declaration, the Committee of Ministers restates its firm attachment to the objectives of editorial independence and institutional autonomy for public service broadcasters in Europe. 

The declaration contains a number of guidelines on which member states are asked to base their approach, relating to the legal framework for public service broadcasters, their role, editorial responsibility and funding, protection of their employees and the need for openness, transparency and accountability.
