The abbreviation "DRM" stands for the management of rights by
digital means and deals with technical anti-copying protection
measures and the electronic administration of contractual
rights.
No DRM application is currently in place for broadcasting (DRM
is not to be confused with conditional access). To establish an
appropriate policy framework for DRM systems, it is crucial for any
such system to be compatible with regulatory aims to help ensure
that all European citizens have access to a wide choice of radio
and television programmes from different Member States.
With the EBU Memorandum on DRM, elaborated by an
Interdisciplinary Group of Members' technicians and lawyers, the
EBU wishes to contribute to the "open dialogue" on DRM initiated by
the European Commission, with a view to ensuring that any DRM
system proposed for digital broadcasting is well balanced, socially
acceptable and user-friendly.
