Draft Broadcasting Bill
On 5 March 2003 Bulgarian President Georgi
Parvanov took advice from the EBU Director of the Legal and Public
Affairs Department, Werner Rumphorst, on a controversial draft
Broadcasting Bill.
They agreed in principle on the three
fundamental deficiencies of the draft identified by
Mr Rumphorst, i.e. the dependence of the National Broadcasting
Council on the parliamentary majority and the resultant lack of
independence of public radio and television; the insufficient
funding of public broadcasting for its public service mission; and
the excessively bureaucratic type of collective management
structure in the national public radio and television
organizations.
