International broadcasting / Radio news

The "international broadcasting” meeting takes place on 23 and 24 April, the "radio news" meeting on 24 and 25 April. The two groups are holding a joint session on 24 April. All meetings will take place at the EBU headquarters in Geneva.

"International broadcasting" meeting

The state of the industry: Given the current unstable situation in the world – Iraq, North Korea, Colombia, etc. - what role can international broadcasting play in increasing understanding? Are the “global discussions” working or are we being overshadowed by the satellite news channels such as CNN, BBC World and Fox News?  

Radio Netherlands has been following the battle of the minds being waged by international broadcasting in the Middle East – both overt and clandestine.

Training: Training needs are changing, as well as the requirements from donors/funders. At a technical session in Tunis held by the World Broadcasting Unions, it seemed that help in making digital production workflows, re-training journalists and developing media legislation were some of the main causes for concern in Africa and Asia.  The Training Section of the EBU will brief the meeting on their activities. 

Music: More and more national and local stations are making use of the Internet for music exchange. It started with German record pluggers offering a comprehensive service to producers. Now NRK (Norway) is working on a major system to exchange music between broadcasters. All this is alongside the EBU, which has its own extensive music catalogue (in several genres). These exchanges are working. What role is there for more content exchange between international broadcasters, using technology which has already been tried and tested by other parts of the industry?

DRM, WorldSpace, DAB, XMRadio:  This year is a crucial year for DRM. But how are the other technologies doing? Is WorldSpace working in new target markets such as India? Is XMRadio a going concern? Will Sirius Radio survive? What of the European plans for satellite radio in 2006? 

The election of the Chairman and Group Members will take place on that day.

 Iraq:  the coverage so far: How have EBU Members coped?
 




• 
Manipulation of the media and public opinion in the respective countries.
Credibility of the authorities and government spokesmen.
Security training for journalists; psychological impact on journalists involved in front-line reporting.
How to approach and inform Kurds and Iraqis living in European countries
Access to information and restrictions during conflict situations. Who really controls the information flow?  
 Unfair competition / Relevant technology briefings 
 









How can we deal with complaints from commercial competitors but also enhance the public broadcasters' audience? Do politicians get a “fairer” hearing by appearing on public broadcast channels? How far can public broadcasters go in distributing news on other platforms (the Internet, PDA and mobile phones)? 
DRM  will be officially launched on 16 June 2003. The new system should allow CD-quality AM broadcasts whilst retaining the benefits of AM in terms of coverage – both national and international.
Eurovision.net: Demonstration of the Web-based information system for news exchange (available to Eurovision Members) that can be imported directly into newsroom systems. 
Traffic and Travel Information Services. Transmitting data to vehicles (in addition to traffic reports on traditional radio) will increase in importance. If such services can work together with DRM they might have an application for long-haul lorry drivers.

“Radio news” specialized meeting

 New organizational structure of the EBU’s Radio News and Sports Section. 
Additional staffing for the Radio News and Sports Section should enable it to set up more operations on site in the future.
 Revision of the user-pay system
“user-pay activities” are giving cause for concern. The system’s financial constraints mean that more and more Members are refraining from using EBU services.
