"How to guarantee independent public service
broadcasting" was the topic of the conference, organized
jointly by the International Press Institute and the Romanian Radio
Broadcasting Corporation in cooperation with the Council of
Europe. It took place on 19 and 20 September in
Bucharest.
EBU President Arne Wessberg, Secretary General Jean Stock,
Vice-Presidents Boris Bergant and Juan Buhigas, Legal and Public
Affairs Director Werner Rumphorst and Radio Director Raina
Konstantinova took part in the discussion, attended by senior
managers of public service broadcasters in Central and Eastern
Europe, members of the Parliamentary Assembly of the Council of
Europe and representatives of NGOs.
A wide variety of topics were on the agenda, ranging from legal
and regulatory aspects of PSB, the dual system and the problems of
competition, structuring and management of public broadcasting,
ethnic minorities programmes and financing as a major issue in
securing independence.

"The role of public service is extremely important in a society
undergoing reform. Successful reform depends on the role public
broadcasters play in a democratic society," EBU President Arne
Wessberg told the audience.
For his part, Romanian Prime Minister Adrian Nastase said that
the financing of public service broadcasting should not represent a
condition or justification for certain types of control over
it.
