Public Service Media Review

Helping EBU Members to analysis how far they comply with their public service remits

The concept

The PSM review provides EBU Members with a customized analysis of whether they are achieving their missions in terms of ‘Empowering Society’, a declaration of the six core values that distinguish PSM from other media organizations.

The benefits for Members are:

  • Professional assessment of their current situation with suggestions for improvement and further developments based on the experience of other PSM organizations
  • Critical self-assessment
  • Highlighting strategic political and societal value
  • On request, customized expertise (training, human resources, legal, governance)
  • After the review and on request a follow-up support from EBU Academy

Conducting the review

Participation in the peer-to-peer review is voluntary and available to any Member of the EBU. It is structured in two complementary parts:

1. Self-assessment report

The self-assessment report sets out the framework and reveals the management’s own perception of the media organization.

2. On-site review

The on-site review allows peers to observe the internal dynamics within the organization, the corporate culture and realities at grass roots (including best practices), delving deeper than the answers to the self-assessment questionnaire.
