Legal Case Study: PSM Management & Supervision

At a time when several European countries are preparing the reform of the governance system of their public service media, this Study offers material on which to build, fine-tune or develop new or existing governance principles, in particular as regards concrete measures to foster editorial independence, internal pluralism and institutional autonomy. It also respond to calls from European institutions to increase efforts in this direction.

We cover here a sample of 12 European countries, focusing on 3 elements of the governance system: the legal form of organization, the appointment of the top management and the composition of (special) supervisory bodies. Additional elements going beyond the legal and organizational structures of management and supervision are essential for PSM governance systems and an indepth analysis of these elements can be found in the EBU's Legal Focus on Governance Principles for PSM, published in March 2015.
