The importance of protecting whistleblowers

Three years after the Council of Europe Recommendation on the protection of whistleblowers the debate has now reached the European Union. Public awareness notably benefited from the 2015 LuxLeaks scandal and ensuing criminal proceedings against two whistleblowers and a journalist before the courts in Luxembourg.

In May, the EBU responded to a European Commission consultation on the protection of whistleblowers, calling for effective protection through a combination of EU and national legislation. In this context the EBU Legal Department prepared a brief policy paper which qualifies whistleblowers as important sources of information enabling the media to fulfil their role as a public watchdog and argues for a comprehensive legal protection of whistleblowers.
