Chinese Delegation benefits from EBU's legal expertise

A delegation from the Chinese State Administration of Press, Publication, Radio, Film and Television (SAPPRFT) visited the EBU Brussels Office on 16 June 2014 to receive information on the latest developments in the regulation of new media and of public service media. The delegation was led by Ms Yu Aiqun (pictured fourth from the left), Director General in charge of the Public Service Department in the Ministry.
The delegation was welcomed by Ms Nicola Frank, Head of the EBU Brussels Office and by Dr Michael Wagner, Head of Media and Communications Law. Dr Wagner spoke about the impact of technological convergence on media regulation and on core values and regulatory principles governing public service media in Europe.
The presentation covered the role and remit of public service media in the Internet age and the value of legal and organisational frameworks to ensure good governance, openness and responsiveness to society; particular attention was given to the importance of impartiality and distance from political powers.
The meeting came at the end of a week-long visit of the delegation to Germany, where they met representatives from ARD and ZDF, and which took place as part of the German-Chinese dialogue on the rule of law, which started after an agreement at the highest political level in 1999 (during the visit of Chancellor Gerhard Schröder to China).
