Special Open Session: The BBC’s shift towards an all-IP future - Managing the transition

The EBU Digital Committee brings together those shaping the digital future of public service media - exploring how technology, audiences, and strategy intersect. In this open session, the focus turns to one of the most significant changes ahead: the transition from Digital Terrestrial TV (DTT) to all-IP distribution of TV.

The BBC’s shift towards an all-IP future: Managing the transition

In his speech at the Royal Television Society in 2022, former BBC Director-General Tim Davie set out an ambition for the BBC to move to an all-internet future, which sparked a wider public debate on the future of TV distribution and DTT. The commitment was reinforced this year in his Lowry Theatre address, where he called for a national plan for IP switchover in the 2030s and emphasised the need for an inclusive transition that safeguards universal access and audience trust.

Three years on from the original announcement, how is the debate on the future of TV distribution progressing, and what does it mean for audiences, industry, and policy?

In this session, BBC’s Senior Distribution manager, Nadia Vinokur, will share insights on how the UK market is evolving and how the BBC is planning for this change. The discussion will cover key aspects of the transition: audience behaviour, digital inclusion, commercial considerations, and the policy framework.

While every market is different, the UK experience offers lessons for all broadcasters on how to remain prominent and accessible in a digital world, and why it’s critical to plan for this change now.
