Legal: The EBU supports civil society initiative in Moldova

The EBU is supporting an initiative by the Association of Electronic Press (APEL) in Moldova for a new Broadcasting Code. One of the purposes of the proposed new Code is to strengthen freedom of the media and to bring the national legal framework in line with European standards. With regard to Teleradio Moldova (TRM), the national public service broadcaster, the new law would include significant steps to safeguard its editorial independence and to provide sustainable funding through a mix of sources.

The draft Code elaborated by APEL has been the subject of an initial public debate at a workshop involving representatives of civil society, industry, Government  and Parliament (Chisinau, 25-26 October 2011). Three international experts participated in the debate and made proposals for improvements: Bernd Möwes and Stephen Whittle (both as consultants acting for the Council of Europe) and Michael Wagner (EBU).

It is expected that the draft Code will be submitted to Parliament in a few months' time.
