Public service media are among the most important players in Europe's fiction ecosystem, shaping what gets made, how it reaches audiences, and the diversity of genres available across the continent.

This new report explores the state of the European fiction market and the central role PSM play in commissioning, financing and showcasing fiction. The report examines audience demand for fiction, commissioning trends, domestic and international content strategies, and the market trends that will influence the future of fiction in Europe.

Three key findings from the report:

  • PSM invest around €3 billion in fiction annually, with over half dedicated to original productions.
  • Fiction is an essential part of PSM's offering. It makes up nearly 20% of PSM TV programming, the second biggest genre after news. Online, it even accounts for over 50% of hours in most PSM's on-demand libraries.
  • PSM are at the heart of fiction co-commissioning in the EBU area. They are involved in 79% of all co-commissions, helping bring ambitious productions to life through growing cross-border partnerships and collaboration networks.
