EBU advises on legal framework for independent PSM in Tunisia

At a time when Tunisia is at a turning point in its democratic transition process, drafting a new Constitution and preparing for general elections before the end of the year, Ms Berg highlighted the importance of PSM for freedom of expression and media pluralism. Her speech drew attention to the fact that the PSM can only fulfil their role in the democratic transition process if they are independent of political and economic interests and credible in the eyes of public opinion. Ms Berg illustrated her speech with examples of good governance of PSM, referring not only to European standards but also experiences from European countries' PSM.
The EBU encourages Tunisia to swiftly adopt the Decree-Law 2011-116 providing for the establishment of an Independent High Authority for Audiovisual Communication and to guarantee the role and independence of PSM in its Constitution.
Ms Berg emphasized that a suitable legal framework outlining the remit, governance and funding of PSM is necessary to guarantee PSM independence, however most important is the political will to ensure the practical enforcement of these rules.
